Hi,

1) Yes. As Google Cloud SQL provides remote access to any mysql client you can easily run mysqldump to extract your data. We also provide a Export feature to make this easy.

2) Yes. Cloud SQL is built on MySQL and InnoDB and as they provide ACID transactions, so does Cloud SQL.

2) Yes. Google Cloud SQL can be easily configured with the Developers Console.

3) I'm not sure what you mean by "accessible stand-alone". You can connect to Cloud SQL from any MySQL client over the public internet (subject to access control specified by the user).

4) Yes. You can specify a region. Currently the Options are "US Central", "European Union" and "Asia".

5) Yes. You can see the security compliance met by Google Cloud Platform at https://cloud.google.com/security/compliance.
