Currently, Cloud SQL 'does not' support SUPER privileges. However, there is a feature request in place to support it. You should be able to configure database flags including general_log as one of the supported flags for Cloud SQL, without having the SUPER privileges. Make sure that you have necessary access control towards the Google Cloud Platform resources as well.
