[google-cloud-sql-discuss] instance won't start

Hi, 

I have an instance which won't start. I get an unknown error and don't see any logs or further info. Could someone please recommend steps to troubleshoot/fix?

$ gcloud sql instances patch xyz --activation-policy=ALWAYS

The following message will be used for the patch API method.

{"name": "xyz", "project": "xyz", "settings": {"activationPolicy": "ALWAYS"}}

Patching Cloud SQL instance...failed.                                                                                                                       

ERROR: (gcloud.sql.instances.patch) [UNKNOWN]
