I've signed up for Google SQL only now because of GAE for PHP being released only recently.

I've noticed that I got billed $0.30 for the following : 
Google SQL Service D0 usage - hour: 12.0 Hours (Project:nnn)
even though I haven't accessed the database from my application so far.
So if my GAE PHP app is idle for a couple of days - not accessing the database, I still get billed for the idle days of my MySQL instance ?
So in that case this is not exactly a per usage billing - I get billed $18 per month for my MySQL instance irrespective of my website traffic ?
I was hoping it would be like GAE where the charge is based on the actual usage.
