Hello, i am getting same problem : you can not create instance because billing is disabled.
Plz help me, i have tried to enable billing but its asking credit card information. Is it necessary to add credit card details.
Is there any option to create instance free of cost. Plz help me, i just wants to chk how google app engine works.
