[google-cloud-sql-discuss] How can I Increase max sql file size for phpmyadmin import option?

I tried to edit php.ini file, but doesn't work for some reason. 

google_app_engine.enable_functions = "php_uname, getmypid"

upload_max_filesize = 20M

post_max_size = 20M
