I believe this is a docs bug - Cloud SQL first generation does have zone level redundancy and automatic failover in Europe. I will get the docs updated.

How should I interpret this? Does that mean that if there is a zone outage in a EU region automatic failover will happen, but it will failover to a zone in another region?
