You said that when you run your nodejs app locally, you get the error ENOENT. Can you explain what do you mean by "local cloud sql proxy is fine". 

1. Also are there logs which you can share with us from the proxy

2. Can you send your instance name in a private email to me (agwl AT google.com)

and in my local (MAC) show error: ENOENT and in App Engine show error : ECONNREFUSED.

I check my local cloud sql proxy is fine, I can use ip address connection parameter connect to cloud sql through MysqlWorkBench.

any one can fix this?
