Your connection string should look similar to: postgresql+psycopg2://USER:PASSWORD@/DATABASE?host=/cloudsql/INSTANCE_CONNECTION_NAME . For reference, you may check the "Using Cloud SQL for PostgreSQL" documentation page. What steps did you follow, from those listed on that page? How is your setup different? Sub-chapter "Setting connection strings and adding a library" might prove of particular interest here.
