[google-cloud-sql-discuss] Re: Maximum Read Replicas

You can create as many read replicas as you need for a single master instance. The Cloud SQL document does not mention a limit to that (project, zone or region). However, note that read replicas are charged at the same rate as a standard Cloud SQL instance, so it is recommended to reduce the number to just as many as you really need.
