That's not yet supported in the gcloud, but you can try it via the API explorer:

https://cloud.google.com/sql/docs/admin-api/v1beta4/instances/restoreBackup

project/instance should be the new instance name and restoreBackupContext.instanceId should identify the old instance ID where the backup was taken.

I have a instance that failed and I want to restore from a backup to a new instance but can't find any commands that do this.  I can access the backup from gcloud but I can't access the original instance.  Is there a command in gcloud that will restore a backup to a new instance?
