It doesn't happen to my other projects too, it only happen to this particular project.
-- The reason why i cloned to master-instance-b is because i can't create failover in master-instance-a, i tried from console and gcloud, both just failed to create.
When i cloned to master-instance-b, it allowed me to create, but the replication master is connecting to master-instance-b :(
Any suggestion how can i rectify this? I can't migrate to new project, because i have many GCE running in this project.

I was not able to reporduce your scenario. These are the steps I followed.1- Created a Cloud SQL second generation instance named "master-instance-a" and setup root password2- Cloned the instance to "master-instance-b"3- Added the failover to the cloned instance using the console. You can try to delete any undesired instances via the CLI. Can you provide details on the command used to connect to the failover?
