I am getting "ERROR: (gcloud.sql.instances.patch) HTTPError 403: The client is not authorized to make this request.".

I was just able to create a first generation instance in "us-central" with no IP and after that patch it to obtain an address. Please try to assign the IP using the CLI, it might reveal additional information.

gcloud sql instances patch NAME --assign ip
