Cloud SQL currently supports PostgreSQL 9.6, however there is already a feature request on supporting PostgreSQL 10 in GCP as well. You could star the case for further notifications and show your interest to the engineering team as well. Also you may follow up the release notes on PostgreSQL through this link.
