At the command-line, you are encouraged to add your new public IP address, using the gcloud commands described at Enabling public IP and adding an authorized address or address range, followed in each case by --verbosity=debug. What is the output of these commands? You should edit out all private information from the pasted text, as this thread is open to public scrutiny.
If you think this is an error on Cloud SQL side, you should rather open a similar issue in the Public Issue Tracker.
