The SQL prompt is not super reliable. I would recommend using google_sql.sh (commandline).

What do you mean by "get my test site access to the database"? Is your test site an App Engine application?

must have. ya there was more then one attempt but i created a new instance. It was weird cause it imported successfully it just said failed to load database when i went to the SQL Prompt page. Do you know where i can find documentation on how to get my test site access to the database?

If you tell me (off-the-list) the name of the instance I can dig up the error. The most common error is not using the --databases when obtaining the dump.
