Cloud SQL Instance does not shut down

I've been using a D0 (dev testing) instance for a while to test out Google Cloud SQL. A couple of days ago I upgraded the testing instance to a per use D2 instance. I am still using this as a test/dev instance but the D0 instance could not support the amount of data I need on there to test, hence why I needed to upgrade to D2.

Looking at the billing and dsahboard for the instance shows that this instance has been active since I started it 2.5 days ago. This is confusing to me as it has not been used at all today (Jan 31) and only minimally yesterday. I specifically set this as a pay-per-use instance instead of package as it is being used very lightly as a test instance (as mentioned above, D0 was completely fine for my dev usage aside from the storage size issue) and the pay-per-use is supposed to shut down after 15 minutes of inactivity. However it seems that this is not happening.

This is quite frustrating as I am only minimally using this instance yet being charged for a full day of instance hours. How can I fix this?
