You cannot create new instances because billing is disabled

I have no problems with billing, a cc is added, but yet I cannot create an instance for project ID 933952198668. It's been several days and I'm at a loss for what to do. Anytime I try to create a SQL instance I get a red notification that says "You cannot create new instances because billing is disabled". It is not disabled and it's been plenty of time.
