[google-cloud-sql-discuss] Google Cloud SQL is still suspended after the billing issue has been cleared

The cloud SQL instance did not automatically become active even after the billing has been cleared. Now its almost 4 hours from the billing issue been cleared out.

Is this a know issue. Why is the SQL instance still suspended?
