Currently looking at an instance of cloud sql running postgres and the default dashboard showing CPU usage marks the Y-Axis as "Number of CPUs utilized," which frequently goes above the number of cpus on this instance (Instance has 1 vcpu but I'm seeing the graph go from 1 to 2). Normally I would think this is just some allowed peaking, but in my Stackdriver dashboard it shows the Cloud Sql CPU Utilization as a percentage of that same number (around 1.6%).
-- Any idea which of these measures is correct? Obviously only one of them is correct, and my current leaning is it should be labeled as a percentage as this server is under almost zero load.
