For this concern, I highly recommend you to open a private issue using the issue-tracker. This will help us to investigate it further and then can verify whether it is a bug/defect on the GCP resources.
You can use this link to open one. While opening the report, mention all the details including the project number, affected instance name, description and any error logs of the issue etc.
