As indicated in this document it is possible to migrate completely from an external server to Cloud SQL (MySQL). Alternatives is to keep the external server as the primary database and replicating to a replica instance to a Cloud SQL. This YouTube video provides best practices for migrating to Cloud SQL for MySQL. 


As you have indicated that you are trying to migrate from On-prem SQL Server to google Cloud SQL instance these two documents [1][2] provides solutions on migrating data between SQL Server 2008 & 2017 respectively and Cloud SQL for SQL Server using backup files which may be useful for you. 


In case you encounter any technical issues during migration, I would recommend you to create a Cloud SQL Issue under the "Storage" section by going here. Please select the private component as probably you will have to share project specific information, so that it is not visible to the public. One of the Google Cloud Platform Support Agents will assist you to resolve your issue.

I have a requirement to move around 30 DB's from On-prem SQL Server to google Cloud SQL instance with very minimal downtime.

I thought of doing Logshipping/High avaialbility but Gcloud SQL is not supporting sysadmin role to add secondary instance in On-prem SQL Server.

Please let me know if there are any other ways to do this
