Developing Remotely?

I'd like to be able to connect and modify my database during development(pre-production), but often work remotely from public wifi hotspots.  With the move from OAuth2 to ip-whitelisting that doesn't look possible.  My hopes were that I could still use the Command Line tool during the development phase, but after completing the "gcloud auth" flow I get an "Exiting. Unable to open connection" error.

Has anyone found a remote debugging solution?   I guess I could ssh back to my desktop, and then connect from there.  Ideally I wouldn't need to go through those hoops though.
