That's some project but this forum is about Cloud SQL general discussions. For the community to assist you, do you have some questions specifically for Cloud SQL?

Question 2:  Can someone tell me where to start looking to find out my next steps, link to any documentation?  

Question 3:  On a difficulty factor (for a newbie with limited programming skills) how easy/difficult is this?
