I was able to find a link here indicating that the table may have been created with double quotes. To receive help specific to your project, you may want to consider a Google Issue Tracker support as Google Groups is meant for general discussions.

I've exported my db instance in SQL format, saved the dump file into a bucket, created a new instance of v13 and tried to import the dump file into the new db.

The import process failed with an error:

ERROR: relation "one_of_my_views" does not exist
