problem i connecting to cloud db

I made an instance of Google cloud and created database and table.

however I don;t know how to access it from android app.

running the authorization script results in incorrect url http:/goo.gl/0v319

which is a different site than service authorization 

???

although I pointed te project to the correct  jar...builds ok but it cannot find te driver clas

com.google.cloud.sql.Driver in runtime ???

wasted frustrating hours. need some helpon te problems I encountered  

also a simple android app tat stores on cloud sql db.
