Thanks for help Tony, your solution worked perfectly. The instance shut down, I activated it by running a query and 15 minutes later it shut itself down again.

Looking at the billing and dsahboard for the instance shows that this instance has been active since I started it 2.5 days ago. I specifically set this as a pay-per-use instance instead of package as it is being used very lightly as a test instance (as mentioned above, D0 was completely fine for my dev usage aside from the storage size issue) and the pay-per-use is supposed to shut down after 15 minutes of inactivity. However it seems that this is not happening.

This is quite frustrating as I am only minimally using this instance yet being charged for a full day of instance hours. How can I fix this?
