Hi Gana

The major cost for Cloud SQL instances is for up time, rather than storage or network.
If you use the package option then even the most determined developer would find it hard to run up a bill much larger than expected.

I am afraid to have it to be open, a screw up from my developer and I dont want to be charged for some crazy amount.

I think App Engine has this feature to set for the cap amount.
