No, Cloud SQL will automatically shut down your instance when it is idle and spin it up when it gets a request. If you have an instance that you use for 2.5 hours, Cloud SQL will wait an extra 15 minutes to see if there are any more requests coming.  Once the instance has been idle for 15 minutes, Cloud SQL will shut it down.  Since billing is done in one hour increments, you will be charged for 3 hours.  All of that depends on you selecting the per use billing plan:
