At the moment we only charge a flat rate for external network egress traffic since the external traffic tends to be much lower for database use than for unstructured storage. Most traffic will be internal, between an application and the database, and this is not charged.

However its something we'll look into.

For Compute Engine and Cloud Storage the tiers are like so:

0-1 TB: $0.12

1-10 TB: $0.11

10+ TB: $0.08

But the Cloud SQL prices only lists $0.12 for network use.
