Errors in import and now zero DB access

I attempted to import a mysqldump from a test database. The log
shows:

Failed to import gs://effectivemysql/dump1.sql: An unknown problem
occurred (ERROR_RDBMS)

There is no additional information, what was the error?
I am now also unable to use the SQL prompt (via web or command line)
to connect.

./google_sql.sh <instance>
Exiting; Unable to open connection.
Access denied for user 'root'@'localhost' (using password: NO)

I also attempted to restart the instance from the web interface,
however there is no feedback about if it actually did. There is no log
entry, even to state it was initiated.
