Yes, there is a 24 hour limit.  No it can't be changed.

In general, that's a pretty slow import. 
  • How big is the file?
  • Was your dump file generated by mysqldump or did you generate it manually?  You need to make sure there is plenty of batching in the file (e.g. 1MB of data per INSERT).
  • Are there a lot of indexes?
