Dear Cloud SQL Previewers

Thanks for all your input on this.
We have heard the feedback about free tiers and are evaluating it. In
the mean time, it is important to note that that the per use pricing
plan is designed to help users just starting with the platform. It
means you only pay for the time your database is actually used. In
particular if you are only using your instances for a few hours then
the total charge will be around a dollar per month. We also wanted to
give you a permanent solution that you can plan on, rather than a
temporary offer.
