We are facing a similar issue, but we don't have stored procedures as of now.
Initially we tried liquibase(http://www.liquibase.org/), but it depends on XML schema and it's a tedious process to update XML file and deloy it to GCS. We are now trying to deploy FlyWay(http://code.google.com/p/flyway/wiki/DatabaseGoogleCloudSql). But unfortunately, I didn't have any success in deploying it in our test environment(mainly due to lack of time). The docs says that it also supports Stored Procedures. May be you could give a try and share your experience.
